Building Inspector/ By-Law Enforcement Officer

This means examining and inspecting building construction, interpreting and applying the regulations.
As a Building Inspector/ By-Law Enforcement Officer for the Town of Kingsville, you will work and play a vital role by collaborating with homeowners, developers, contractors, architects and engineers in the planning, building and growing of this community. The incumbent is responsible for the application and enforcement of the Ontario Building Code, Provincial legislation, Municipal by-laws, and other applicable laws in order to ensure compliance.
The position of Building Inspector/ By-Law Enforcement Officer will report to the Chief Building Official, the Building Inspector/ By-Law Enforcement Officer will need to follow established protocol and procedures and is required to collect and analyze information and select the appropriate state and course of action.
Duties and Responsibilities
- Undertake construction plan reviews and permit applications to ensure compliance with the Ontario Building Code and other applicable laws.
- Assist in overseeing the administration and enforcement of Property Standards, Zoning By-law infractions and Municipal Bylaws.
- Issue building permits within permit tracking system.
- Provide technical and administrative support for the department.
- Address inquiries from contactors and the general public on building related matters.
- Be responsible for the enforcing the Building Code Act and the Ontario Building Code by inspecting construction and or performing plans review.
- Conduct on-site building inspections for all building categories to ensure compliance with the Ontario Building Code, Acts and By-Laws.
- Provide assistant to matters dealing with Property Standards.
- Participate in prosecution of building code violations, including court testimony as required.
- Write Orders to assure compliance with deficiencies in a timely manner.
- Conduct building, by-law, property standards and zoning inspections and record deficiencies.
- Responsible to issue deficiency lists, reports, letters, Building Code Orders and attend court as necessary.
- Represent the Municipality in court proceedings and obtaining penalties to achieve compliance.
- Investigate and resolve complaints and evaluate situations to determine steps to be taken.
- Provide input to legal briefs and provide evidence for court hearings.
- Obtain and assess letters of undertaking / commitment from design professionals.
- Determine class of permit and ensure appropriate fees are charged and collected.
- Other duties as assigned.
Education and Qualifications
- Must have a post-secondary school diploma from a recognized college program in Civil Engineering Technology, Architectural Technology or a related discipline.
- Successful completion of the Property Standards Association property standards courses (OAPSO) is an asset.
- Knowledge of Ontario Building Code Act, Ontario Evidence Act, Provincial Offences Act and Municipal Act.
- 3-5 years related building experience is an asset.
- 3-5 years experience in applying and enforcing laws and/or Provincial or Federal Statutes, using judgment, dealing with the public and providing evidence in court is an asset.
- Extensive knowledge of the requirements of the Ontario Building Code, Acts, applicable laws and other related standards.
- Must have the mandatory qualification with a valid BCIN or would be required to work towards the following categories as set out in the OBC and Regulation:
- General, Legal or Powers and Duties of CBO
- House
- On-Site Sewage
- Building Services
- Detection, Lighting and Power
- Plumbing all Buildings
- Building Structural
- Large Buildings
- Small Buildings
- Complex Buildings
- Must be willing to participate in the Ministry of Housing training courses and examinations as required.
- Must maintain current knowledge and qualification with all Building Code changes as required.
- Work toward Certified Building Code Official (OBOA) designations and become member of the Ontario Building Officials Association.
- Have experience in good report writing skills, organized and interpersonal skills, and exercise good judgement.
- Proficient in reading and interpreting construction drawings, specifications and reports.
- Able to resolve complex problems related to inspections and plan examination.
- Understand and interpret construction building drawings and related documents.
- Work in a team environment.
- Customer service skills with the ability to handle conflict.
- Knowledge of a permit tracking systems is an asset.
- Must hold and maintain a valid Ontario Class ’G’ Driver’s License.
- Strong computer skills, in Microsoft Office (Word, Excel, PowerPoint, Outlook)
Physical Demands
- Work is performed indoors and outdoors.
- Exposure to varying levels of heat and or cold and dusty/dirty condition at construction sites.
- Walking over uneven terrain, climbing ladders and crawling.
- Travel within the Town to various locations.
- Operation of a motor vehicle.
- Manual dexterity to use desktop computer and peripherals.
- Safety equipment will be required (safety boots, hard hat, etc.)
Wage Rate
$69,439 - $86,799 (Salary Group 4), Non-union position.
